Mitchell R 5a67c80caa fix: fire CEC AND DPMS unconditionally for power commands 
Pi5 cec-ctl returns ok even when monitor ignores CEC. Doing both
covers TVs (CEC) and monitors (DPMS) without detection logic.
Both idempotent.
