Mitchell R 1c16a1da07 fix(cloud-accounts): use Layout component + postgres 18 + npm bumps ... Cloud accounts page was raw HTML with no sidebar/topbar. Converted to jsx-htmx CloudAccountsPage component matching all other admin pages. Docker postgres bumped 16→18. npm: @types/node, tsx, ws updated.
