fix: decode XML entities in ONVIF RTSP URIs

Browse source 
ONVIF returns XML with & in URIs. GStreamer rtspsrc cant parse
these. Now decoded before storing in camera_streams. Fixes RTSP
Unauthorized for ONVIF-discovered cameras with query params.
